Prevent users from creating private folders

Our application has the ACL set so that a default user cannot create personal views or folders. However, the user can still create private ones including copying an existing view or folder. Is there any way to prevent users from creating private views/folders? If not, is there any way to prevent them from copying an exsting view or folder in the design? Even if we hide the design, the user can still copy the view/folder.


I've had people ask this before, and I have never found a satisfactory solution to it, other than Depositor access. Then again, if you do that, people wouldn't see data, and there would be no need for folders anyway.
