Prohibiting attachments in personal but not native folders

My client would like to prohibit attachments in personal folders, but excluding the native folders like Inbox, Sent, Trash, etc. They would like the user notified that the attachment will be deleted when they are attempting to copy, paste or move the document into a personal folder. I have a script that will remove the attachments, but am not sure where to go to trigger the notification to the user or how best to set it up. I have tried setting up an interactive Notes agent that will respond to these actions with no success. The client is using both iNotes (95%) and Lotus Notes 5.0.10.

Any help, direction or feedback will be appreciated.
I?d like to know the reasoning. If you want to have people keep small mail files, use quotas. Whether a 10 MB attachment is in your inbox, inbox and 1 folder, or inbox and 50 folders, it is only 10 MB. Notes is not like Outlook, which creates a copy of the document. Notes uses pointers. The document exists once, and only once, in your mail file.
