Reactivate a Lotus account from Power Builder

I want reactivate a Lotus account from another program, Power Builder. How do I do this
If "reactivate" means to recertify an ID file, you can do this with some of the Notes programming interfaces. See the NotesRegistration Lotuscript class, or the REG* C-language functions in the Notes C API kit. I suspect you may mean something else however. Feel free to write back and clarify. Why, exactly, is the Notes account not active?
