Reading a safe ID file

How can I read the information in a safe copy of certifier ID by using a program (LotusScript, formula or API)?
I don't believe that this file is in a readable format. There isn't really a reason to read this info anyway. The purpose of a safe ID is to allow someone to certify the ID file (and send back to you) without giving away your whole ID file.
