Recertification and certlog.nsf

When I try to recertify R4.6 clients with the Domino R5 administrator, I get the message: "file not found..certlog.nsf". When I check the file directory I see a certlog.ntf message. Is there a conflict? What am I missing? Your help would be very much appreciated.
Recertification requires the certlog.nsf be on the server where you are issuing the command in the NAB. If you don't have a certlog.nsf, you will not be able to recertify anyone. The certlog.nsf is the file that contains the information (dates, keys, etc.) of every person you have ever registered.
