Server blocks user from creating archive mail file

I am trying to set up archiving so that it is automatic on the server. The problem is that the server blocks the user from creating the archive mail file. It appears that user must have the rights to create new databases to change their archive settings. I don't want user to be able to create new databases. Is there a work around here?

Unfortunately there appears to be a bug in the Archive settings function - the last version I have tried is 5.0.8. I have had this problem also in the past - even when a user does have rights to create new databases on a server, this function appears to not work in some circumstances. The only workaround I know is writing a script to set the archive profile document and then proceed with changing the settings.
