Server failover dilemma

I have 3 domino servers setup in my environment. I have server A, which is a mail server, and Servers B & C which are clustered Domino servers that run a fax application. Users send faxes to our fax application via foreign domains (i.e. 'Name @fax'). Here's the dilemma... If Server C goes down, I need Server A to attempt to route the mail message through Server B. The fax application will check the mail.box on Server B for any messages that might be destined for Server C. Does R5 support this type of operation? I'm currently running 5.0.11. I know this used to work in R4, so I'm wondering what has changed. Thanks for your help!
In the configuration document for your servers B & C, you should change the ?Cluster failover? field to ?Enabled for all transfers in this domain?. This field is in Router/SMTP then Advanced then Controls.
