Strange title and policy settings not taking effect after server addition and cluster

I have just created a new Domino domain. I also just added a server and clustered the two servers. When I register a new user I go to the Mail tab and select "Create file replica" and pick the other server. When I look at the other server's mail files, the users mail.nsf file has a "title" similar to this: 85256E2A:00463B60. It also appears that the policy settings are not taking affect. Can you explain why this is happening?
Two possible ideas:

  1. Are you creating the replica before the first copy is fully initialized? Try waiting until the user has opened and used their mail file, before creating the replica.
  2. Is there a permission problem, so that the servers cannot exchange all information about the database? The servers should have Manager access to each other.
