What does it mean to populate a database?

What does "Populated" mean with regards to a database?

This is not really a security topic, but I'll take a crack at it anyway...

I have heard this term used to mean a database that only has design elements (forms, views, navigators) but no documents. It also sometimes refers to a database that has been created but has nothing at all in it (not even any design elements). This occurs if you create a new replica copy of a database, but have not yet filled it up by replicating.
