Why can't I block spam from Internet e-mail addresses?

I have been trying to work with rules to filter out spam. Following Lotus's instructions I have created rules on my R5.0.8 client, but they do not stop any Internet mail coming in. It stops the e-mail if it was sent from another Notes client on our network, but not Internet e-mail. Why is this, and is there a way to enable the rules to stop Internet mail?
Rules that work on subject lines or body information should work regardless of the sender. I have not had any issues with rules in R5, but 5.0.8 is an older release. I know there were at least a few rules fixes in releases such as 5.0.11 and 5.0.12.
