Windows shortcut to Notes doesn't start Notes

We have a multi-user Windows 2000 Pro PC with Notes 5.0.3. The users all have their own Windows logon. However, they all use the same Notes ID for read-only access to a database. Notes will not launch for all the users. When some of them click on the Windows shortcut to start Notes, Notes quickly flashes on the screen and then returns to the Windows desktop. Any suggestions?
My guess is that they are lacking sufficient rights to the machine to do this. Perhaps they are not allowed to read certain directories or execute certain files?
